Del. Samuel A. Nixon Jr., R-Chesterfield, received
the chairman's award, which has been presented three times in the
nine-year history of the awards. Nixon, whom Stolle called
"one of the two most-knowledgeable people in the General
Assembly when it comes to technology," carried the legislation
in last year's session that created the Virginia Information
Technologies Agency, which consolidated all of the state's
information-technology employees into one agency, Nixon works for
